The Bank is responsible for the previous Maintainance due to they are the one that actually own the property. You only need to pay the transfer fee to the developer (If title not out). That is why most developer dont want to apply for the strata title, due to they will get money each time a property is transfer.

Normally it is stated at the end of the auction list. If there is a statement that says, "maintenance charges that may be due to the Developer or any Authority..." it means the bank will settle it. But should there Not be such a stated clause, then YOU will bear all the previous charges. Some banks like Citibank and Hong Leong Bank will pay for the previous, but many other Banks who don't usually compensate by offering a lower auction price.
